A sensible starting value
5 is the familiar figure. Going higher is one of the safest ways to add excitement to a league, because it cannot be farmed — nobody can generate penalty saves on demand.
Watch out for
Consider pairing it with a penalty-missed rule for the taker. Rewarding one side of the same moment and ignoring the other is a common asymmetry that goes unnoticed until it happens.
